Global Variables Updated

Caution: In RevLim Release 9.1, the proration factor for the PERS
Reduction Buyout changed to be the fraction of the PERS Reduction that is
bought out (now estimated to be 14.5%), rather than the previous factor
equal to the fraction of the PERS Reduction that still applies. Thus users
must upgrade their software to Release 9.1 to avoid an inconsistency
between the PERS Reduction calculation and the PERS Reduction Buyout
Factor in the updated list of Global Variables.
